The Council has adopted a Local Plan and is in the process of producing a number of Local Development Documents
Amber Valley Borough Local Plan 2006
The Amber Valley Borough Local Plan was adopted on 12 April 2006 and this document was prepared in accordance with the requirements of the Town and Country PLanning Act 1990. It comprises of a Written Statement and Proposals Map which contains planning policies and proposals for the whole of the Borough.
Amber Valley Local Development Scheme
In accordance with Regulations 11 and 12 of the Town and Country Planning (Local Development) (England) Regulations 2004, the Borough Council has now brought into effect a revised Local Development Scheme (LDS) for Amber Valley.
Amber Valley Core Strategy
Work has commenced on the preparation of a Core Strategy for Amber Valley. This will re-examine the strategic policies of the adopted Amber Valley Borough Local Plan and the first stage in the process will involve consultation on an Issues and Ideas Paper which will be made available in August.
Annual Monitoring Report December 2007
The Government has recently introduced a new development planning system. Under this new system, the Borough Council is required to prepare a document known as the Local Development Framework Annual Monitoring Report.
The purpose of the Annual Monitoring Report is to set out information on the Implementation of the Local Development Scheme (LDS) and the extent to which policies in Local Development Documents (LDDs) are being achieved.
Employment Land Review
Derby City Council (DCC), Amber Valley Borough Council (AVBC) and South Derbyshire District Council (SDDC) jointly commissioned the preparation of an ‘Employment Land Review’ of the whole Derby Housing Market Area (HMA).
Its purpose was to consider the area’s employment land requirements up to 2026 (the period covered by the emerging Regional Spatial Strategy) and to review the quantity and quality of the HMA’s existing and allocated employment land supply. It was not the purpose of this report to identify new or additional employment sites.
This report forms part of each authority’s ‘evidence base’ for their forthcoming Core Strategies and subsequent Local Development Framework documents. It will help us to identify some of the ‘issues’ the Core Strategy must address and will help to formulate some of the ‘options’ to be considered.
Five Year Housing Supply
Planning Policy Statement 3: Housing requires Local Planning Authorities to identify and maintain an up-to-date five year supply of deliverable housing sites, in line with the housing provision targets set out in the Regional Spatial Strategy.
The Draft Regional Spatial Strategy for the East Midlands (RSS 8) requires Amber Valley between 2001 and 2026 to deliver 11,625 houses equating to 465 per annum. Between 2001 and March 2007 2,194 houses were built in Amber Valley leaving a residual annual build requirement of 584 houses over the next five years to ensure that the Draft RSS housing figures are delivered.
Amber Valley has identified a sufficient supply of deliverable housing sites to provide for a five year housing supply. This document gives an analysis of how the five year housing supply has been calculated and includes a list of all the large committed sites and those allocated in the Local Plan that make up the supply as of April 1st 2007.
