Since the inception of the Council in 1974, elections have been held by thirds, whereby 15 councillors (representing 15 wards) are up for election in three out of four years. The fourth year being elections for Derbyshire County Council.
A report was considered at a Special Council meeting on 5 November 2008 on proposals to change to whole council elections, once every four years. This would mean that all 45 members for all 23 wards would be up for election in 2011. Elected members would remain in office for four years. At that meeting, the matter was adjourned to a future Special Council meeting.
At its meeting on 28 July 2010 the Full Council resolved to reconsider the matter. In view of the changed national circumstances and the length of time since the original consultation exercise, it was agreed that a further consultation exercise should take place.
