Community Governance Review

Local Government and Public Involvement in Health Act 2007

Statutory Consultation Exercise

Amber Valley Borough Council has agreed to undertake a community governance review regarding the position of the parish boundary between the parishes of Holbrook and Kilburn at Killis Lane, Kilburn.

The review is being carried out in response to a valid petition signed by over 250 local government electors from the Parish of Holbrook requesting that a community governance review be carried out to consider incorporating 28 properties at Killis Lane, Kilburn in the Holbrook Parish.

The review will consider whether the existing arrangements are reflective of the identities and interests of the local communities in the Holbrook and Kilburn parish areas, taking into account the impact of community governance arrangements on community cohesion and the size and population of the parishes. The review offers an opportunity to examine and decide whether or not to change the position of the boundary, to provide a clearly defined boundary which best meets the needs of local people.Part of this exercise requires the Council to seek the views of the local communities concerned.

Terms of reference, setting out how the Council proposes to undertake the review, are available on this page.

On 23 September 2009 the Full Council considered a report providing details of the comments received in response to public consultation and, taking those comments into account, resolved to support the proposals to change the position of the Parish Council boundary.

The next phase of the review process is to provide a further opportunity for residents and other interested organisations to submit comments, or additional comments if comments have already been submitted, on whether they support changing the position of the parish council boundary.Representations and comments should be sent to:
