Hazelwood Neighbourhood Plan

The Hazelwood Neighbourhood Plan has now been 'made' and forms part of the Development Plan for that area

Following the result of the Referendum on the 20th October 2016, the Hazelwood Neighbourhood Plan was formally 'made' by the Council on the 16th November 2016.

Hazelwood Neighbourhood Plan Referendum

Information Statement 

A Neighbourhood Planning Referendum will be held for the Hazelwood Neighbourhood Plan on 20 October 2016. The question asked in the Referendum will be:

'Do you want Amber Valley Borough Council to use the Neighbourhood Plan for Hazelwood to help it decide planning applications in the neighbourhood area?'

The Referendum Area is identical to the area that has been designated as the Hazelwood Neighbourbourhood Plan Area which covers the parish of Hazelwood. A map of the Referendum area can be viewed by clicking here.

You are entitled to vote in the Referendum if on 20 October 2016:

  • You are registered to vote in local elections;
  • The address at which you are registered to vote in a local election, as shown in the register of electors, is in the Referendum Area (assuming that you are entitled to be registered at this address); and
  • You are 18 years of age or over on the day of the poll.


The Referendum expenses limit that will apply in relation to this Referendum is £2378.40.  The number of persons entitled to vote in the Referendum by reference to which the limit has been calculated is: Hazelwood = 278 as at 9 September 2016.

The Referendum will be conducted in accordance with the procedures which are similar to those used at local government elections.

Hazelwood Neighbourhood Plan Examination

The Examination of the Hazelwood Neighbourhood Plan was completed on 8 July 2016 and the examination report was issued to the Borough and Parish Council.

Appointment of Independant Examiner

Following on from the consultation of the submitted Neighbourhood Plan the Council has now appointed an Independant Examiner to carry out the examination of the Hazelwood Neighbourhood Plan.

Hazelwood Parish Council has produced a Neighbourhood Plan for the Parish of Hazelwood. It has now submitted the Neighbourhood Plan to Amber Valley Borough Council to make arrangements for publicity and formal consultation for a period of 6 weeks from Monday 9 May 2016.

The Neighbourhood Plan area includes the Parish of Hazelwood.

The Neighbourhood Plan includes policies against which future development proposals would be assessed against through the planning process.

You may also request to be notified of Amber Valley Borough Council's decision on the Neighbourhood Plan in your submission.

All comments received will then be forwarded to the Independant person appointe to carry out an examination of the Neighbourhood Plan.

*Please note  that your submitted comments will be used in the plan process for the lifetime of the Neighbourhood Plan in accordance with the Data Protection Act 1998. Your response cannot be treated as confidential as they may be available for public inspection.

Draft Hazelwood Neighbourhood Plan

Hazelwood Parish Council are consulting on their draft Neighbourhood Plan under Regulation 14 of The Town and Country Planning, England The Neighbourhood Planning (General) Regulations 2012.

The consultation documents can be found on Hazelwood Parish Council's website.  

The consultation period runs from 01 October 2015 to 16 November 2015, any representations should be made to Hazelwood Parish Council.


Hazelwood Neighbourhood Area Application 

The Designation of the Parish of Hazelwood as a Neighbourhood Area was granted on 10 February 2014 by the Member Officer Working Group .

Amber Valley Borough Council has received an application from Hazelwood Parish Council under Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 for the Borough Council to designate the area comprising of the Parish of Swanwick as a Neighbourhood Area within the meaning of Section 61G of the Town and Country Planning Act 1990 (As Amended by the Localism Act 2011).
