Ripley Neighbourhood Plan

The Ripley Neighbourhood Plan has now been 'made' and forms part of the Development Plan for that area.

Following the results of the Referendum on the 15th November 2015, the Ripley Neighbourhood Plan was formally 'made' by the Council on the 18th November 2015.

Ripley Neighbourhood Plan Referendum

Information Statement

A neighbourhood planning referendum will be held for the Ripley Neighbourhood Plan on 15 October 2015. The question asked will be:

'Do you want Amber Valley Borough Council to use the Neighbourhood Plan for Ripley to help it decide planning applications in the neighbourhood area?'

The Referendum area is identical to the area that has been designated as the Ripley Neighbourhood Plan Area which covers the parish of Ripley. A map of the Referendum area can be viewed by clicking here.

You are entitled to vote in the Referendum from 15 October 2015:

  • you are registered to vote in local elections;
  • the address at which you are registered to vote in a local election, as shown in the register of electors, is in the referendum area (assuming that you are entitled to be registered at this address); and
  • you are 18 years of age or over on the day of poll.


The Referendum expenses limit that will apply in relation to this referendum is £3334.85 the number of persons entitled to vote in the referendum by reference to which the limit has been calculated is: Ripley = 16,489 as at 1 August 2015.

The Referendum will be conducted in accordance with procedures which are similar to those used at local government elections.

Ripley Neighbourhood Plan Examination 

The Examination of the Ripley Neighbourhood Plan was completed on 19 January 2015 and the examination report was issued to the Borough and Town Council.

Appointment of Independant Examiner

Following on from the consultation on the submitted Neighbourhood Plan the Council has now appointed an Independent Examiner to carry out the examination of the Neighbourhood Plan.

Submission of Ripley Neighbourhood Plan to Amber Valley Borough Council

Ripley Town Council has produced a Neighbourhood Plan for the Ripley Parish. It has now submitted the Neighbourhood Plan to Amber Valley Borough Council to make the arrangements for publicity and formal consultation for a period of 6 weeks from 10 September 2014 to 22 October 2014.

The Neighbourhood Plan area includes the town of Ripley, together with the villages and other settlements within the Parish, including Waingroves, Street Lane, Heage, Upper and Lower Hartshay, Sawmills, Heage, Bullbridge and Ambergate.

The Neighbourhood Plan includes proposals for new housing development and other policies against which future development proposals would be assessed through the planning process.

A hard copy of the document will also be available to view during the 6 week consultation period at Amber Valley Borough Council’s offices at the Town Hall, Market Place, Ripley, during normal office hours (Monday, Tuesday, Thursday and Friday 9am to 4.30pm and Wednesday 10am to 4.30pm).

Any comments on the Ripley Neighbourhood Plan can be either be submitted by e-mail to or by post to Community Planning, Amber Valley Borough Council, Town Hall, Market Place, Ripley, Derbyshire DE5 3BT, quoting ‘Ripley Neighbourhood Plan’ to arrive no later than 4.30 pm on Wednesday 22 October 2014. You may also request to be notified of the decision of Amber Valley Borough Council on the Plan in your submission.

All comments received will then be forwarded to the independent person to be appointed to carry out an examination of the Neighbourhood Plan. 

Please note that your submitted comments will be used in the plan process for the lifetime of the Neighbourhood Plan in accordance with the Data Protection Act 1998.  Your response cannot be treated as confidential as they may be available for public inspection.


Draft Ripley Neighbourhood Plan

Ripley Town Council carried out a Pre-Submission consultation on the Draft Ripley Neighbourhood Plan under Regulation 14 of The Town and Country Planning England The Neighbourhood Planning (General) Regulations 2012.

Ripley Neighbourhood Area Application

The Designation of the Parish of Ripley as a Neighbourhood Area was granted at the 4 March 2013 Full Council Meeting.

Amber Valley Borough Council has received an application from Ripley Town Council under Regulation 5 of the Neighbourhood Planning (General) Regulations 2012 for the Borough Council to designate the area comprising of the Parish of Ripley as a Neighbourhood Area within the meaning of Section 61G of the Town and Country Planning Act 1990 (as amended by the Localism Act 2011).
