Prior to the grant/renewal of a licensed driver’s badge all applicants undergo a series of checks and tests to ensure that they are a fit and proper person before they can obtain a licence.
The Disclosure and Barring Service (DBS) use their disclosure service to search an individual’s criminal records to establish whether or not they are a fit and proper person to drive members of the public. An enhanced certificate must be produced at the grant and the renewal of a driver’s badge. New applicants and existing drivers must attend Ripley CVS, Market Place, Ripley to obtain their enhanced DBS Certificate. Please contact CVS direct on 01773 512076 to make an appointment.
Certificates must be no more than one month old when they are produced to the council.
The council will only accept DBS Certificates that have been produced for another competent authority (i.e. Derbyshire County Council) when they comply with the following:
Your certificate WILL NOT be accepted if it does not fulfil ALL the above criteria
Applicants can now register online for the DBS update service as soon as they have their application form reference number. This can be obtained when an application has been made for a DBS check. Alternatively, applicants can wait and register with the DBS Certificate number following receipt of the actual certificate. However, this must be done within 19 days of the certificate being issued. The update service gives the following advantages:
With effect from December 2015 the facility to sign a disclaimer in the event of your DBS certificate arriving after your current driver’s badge has expired is no longer available.

The Driver and Vehicle Licensing Agency (DVLA) check an individual’s driving history. Applicants with internet access may wish to take advantage of the DVLA’s online service which allows driver’s to obtain a code, which is then given to officers in the licensing section to enable them to check the status of your driving history with immediate effect. This service can be found at www.gov.uk/view-driving-licence.
The onus is on drivers to ensure that they apply in sufficient time for their DBS and DVLA certificates. No licences will be renewed until the council has sight of all requested certificates. Please be aware that failure to produce this information may affect your ability to drive.
Applicants for a hackney carriage/private hire driver’s licence will be required to produce a fitness to drive medical certificate:-
The council may require more frequent medical checks following diagnoses of certain medical conditions.
The council requires that all medicals should be carried out to the DVLA Group 2 standard.

All applicants must undertake a knowledge test designed to confirm they are capable of driving in a safe manner to a number of locations within the Amber Valley area.
The test is divided into three sections, local knowledge (i.e. directions from a named town/landmark to a specified location within the district), the highway code and the council’s taxi policy and general law. The pass mark is 75%
Proof of the right to work in the UK must be produced prior to the initial grant of a driver’s licence.
