Council Cabinet reshaped to drive forward borough priorities

Amber Valley Borough Council has unveiled a streamlined new Cabinet to lead the delivery of its key priorities for the borough.

Confirmed at the Annual Council meeting on 21 May 2025, the five-member Cabinet has been restructured to reflect the ambitions set out in the Council’s Priorities Plan.

The changes are designed to strengthen accountability and streamline leadership, with each councillor taking on a clearly defined portfolio focused on key areas such as housing, regeneration, community safety and climate action.

Cabinet members will be responsible for driving delivery and monitoring progress within their respective areas.

Councillor Chris Emmas-Williams is Leader of the Council with responsibility for Policy and Organisational Transformation. Councillor Emma Monkman is Deputy Leader and leads on Planning, Regeneration and Estates, with a focus on driving forward development and investment across the borough.

Councillor Elaine Sherman will take on the Regulation and Community Safety portfolio, focusing on enforcement, licensing and tackling anti-social behaviour. The Communities, Street Pride and Wellbeing portfolio will be led by Councillor Amina Burslem, bringing together public realm services with initiatives to support resident wellbeing and community cohesion. Councillor Matt Allwood will take responsibility for Housing and Climate Change, ensuring that affordable and sustainable housing remains central to the council’s environmental commitments.

Leader of the Council, Councillor Chris Emmas-Williams, said: “This updated cabinet structure reflects the direction we’re taking as a council - one focused on delivering real outcomes for residents, improving efficiency, and making sure our resources are used where they’re most needed.

“By aligning portfolios with our Priorities Plan, I’m confident the team will continue to drive positive change across Amber Valley. Whether it’s tackling the housing crisis, supporting safer and stronger communities, or helping to deliver a greener, more sustainable borough, each Cabinet member brings experience, focus and commitment to the role.

“It reflects our ambition to keep improving how we work and what we deliver for our communities.”

Cabinet meetings are held roughly every six weeks and play an important role in the Council’s decision-making process. They provide an opportunity for councillors to discuss key policies, consider major projects, and make decisions that help shape the future of Amber Valley.

Members of the public are able to get involved by attending meetings, submitting questions in advance, or accessing the agenda and reports online, which are available at least five working days before each meeting.

The next Cabinet meeting is scheduled for 9 July 2025.
