The latest update of the housing land supply position in the borough has been undertaken. This update relates to the 5-year period between 1 April 2026 and 31 March 2031.
The housing land requirement for this 5-year period has been calculated using the Amber Valley Local Plan 2022-2040, which was adopted by the Council on 2 March 2026.
The identified 5-year requirement from 1 April 2026 to 31 March 2031, applying the identified Local Plan 2022-2040 annual housing requirement figure, is 2,604 additional dwellings.
This reflects an annual requirement of 434 dwellings, plus an additional 20% buffer which has been applied as Amber Valley has a housing requirement adopted in the last 5 years, which was examined against a version of the NPPF published before 12 December 2024 and the annual housing requirement is less than 80% of the most up to date local housing need figure as calculated using the standard method.
Considering the number of dwellings expected to be completed on sites with granted planning permission as of 1 April 2026 and an estimate on small sites for the period of 1 April 2029 to 31 March 2031, for which a windfall allowance is made based on past completion rates. A discount is then applied for the estimated rate of lapsed planning permissions, based on past lapse rates to identify a 5-year supply from 1 April 2026 to 31 March 2031 of 3,024 dwellings.
This equates to a supply of 5.80 years and includes the 20% additional buffer.
