The latest update of the housing land supply position in the borough has been undertaken. The update relates to the 5-year period between 1 April 2025 and 31 March 2030.
The housing land requirement for this 5-year period has been calculated using the Amber Valley Local Plan 2022-2040 post Regulation 22 housing requirement.
Following the Local Plan Examination Hearing Sessions, which took place in December 2024, the Inspectors have stated that the annual requirement for the Borough will be 424 dpa with a Plan requirement of 7,632 dwellings. In accordance with paragraph 49 of the NPP, this will be used to calculate the five-year housing land supply as at 1 April 2025.
The identified 5-year requirement from 1 April 2025 to 31 March 2030, applying the identified Local Plan 2022-2040 annual housing requirement figure, is 2,226 additional dwellings. This reflects an annual requirement of 424 dwellings, plus a necessary 5% buffer to ensure choice and competition.
Considering the number of dwellings expected to be completed on sites with granted planning permission as at 1 April 2025 and an estimate on small sites for the period of 2028/29-2029/30, for which a windfall allowance is made based on past completion rates and a discounted buffer. A further discount is applied for the estimated rate of lapsed planning permissions, based on past lapse rates to identify a 5-year supply from 1 April 2025 to 31 March 2030 of 3,314 dwellings. This equates to a supply of 7.44 years.
