Hazelwood Parish Neighbourhood Plan

The Hazelwood Parish Neighbourhood Plan has been prepared by Hazelwood Parish Neighbourhood Plan Steering Group on behalf of Hazelwood Parish Council and formally made by Amber Valley Borough Council.

The Neighbourhood Area covers the whole Parish of Hazelwood and it sets out planning policies for this area from 2016 - 2031. The Hazelwood Parish Neighbourhood Plan forms part of the Development Plan for the area and will be used through the planning process to assess future development proposals.

Christopher Collison BA (Hons) MBA MRTPI MIED IHBC has been appointed as Independent Examiner to undertake the examination of the Hazelwood Neighbourhood Plan (as Proposed to be Modified).

The Independent Examiner has issued an initial letter to the borough council and parish council (as Qualifying Body), the letter can be viewed below.

 

Hazelwood Parish Council is proposing to modify its neighbourhood plan for the Parish of Hazelwood. The Hazelwood Plan Steering Group have submitted the Neighbourhood Plan as Proposed to be Modified to Amber Valley Borough Council to make arrangements for publicity and formal consultation. A consultation was carried out for a period of 6 weeks from Friday 3 November 2023 until 4:30pm on Friday 15 December 2023.

The modified Neighbourhood Plan includes policies against which future development proposals would be assessed through the planning process for the parish of Hazelwood.

Representations received during the publicity period

A Screening Opinion has been carried out to determine whether or not the Hazelwood Neighbourhood Plan as proposed to be modified requires a SEA and/or a HRA.

A Screening Determination has been carried out concluding that formal SEA and HRA are not required.

Hazelwood Parish Council consulted on their draft Neighbourhood Plan as Proposed to be Modified under Regulation 14 of the Town and Country Planning, England The Neighbourhood Planning (General) Regulations 2012. This consultation period finished on 13 December 2022.

Hazelwood Parish Council are currently undertaking a 5 year review of the 'made' Hazelwood Neighbourhood Plan, further details can be found on their website at www.hazelwoodparishcouncil.org.uk.

Following the result of the referendum on the 20 October 2016, the Hazelwood Parish Neighbourhood Plan was formally ‘made’ by the council on the 16 November 2016.

The referendum for the Hazelwood Parish Neighbourhood Plan took place on the 20 October 2016.

84% of those that voted in the referendum voted ‘yes’.

Following the results, a report was considered by the full council on the 16 November 2016 recommending that the Neighbourhood Plan be formally 'made'.

The 'specified documents' (which include the draft Neighbourhood Plan) along with other documents outlining the referendum process are listed below.

Under Regulation 18 of The Neighbourhood Planning (General) Regulations 2012, the borough council is required to publish a decision statement following the examination of a Neighbourhood Plan setting out the nature of the changes made to the Plan.

The examination of the Hazelwood Parish Neighbourhood Plan was completed on 8 July 2016 and the examination report was issued to the borough and parish council.

The designation of the parish of Hazelwood as a Neighbourhood Area was agreed by Amber Valley Borough Council on 10 February 2014.
