South Wingfield Neighbourhood Plan

The South Wingfield Neighbourhood Plan has been prepared by South Wingfield Parish Council and formally made by Amber Valley Borough Council.

The Neighbourhood Area covers the whole of the parish of South Wingfield and it sets out planning policies for this area from 2020 - 2035. The South Wingfield Neighbourhood Plan forms part of the Development Plan for the area and will be used through the planning process to assess future development proposals.

Strategic Environment Assessment (SEA) and Habitats Regulations Assessment (HRA) Screening Determination

Amber Valley Borough Council has determined that the draft South Wingfield Neighbourhood Plan 2020-2035 (as proposed to be modified) should not be screened into the SEA process and also concluded that it would not be likely to have a 'likely significant effect' on any habitats site, either alone or in combination with any other plan or project and therefore detailed Appropriate Assessment (Stage 2 of the Habitats Regulations process) is not required. South Wingfield Parish Council has decided to undertake a review of their Neighbourhood Plan.

 

Following the result of the referendum on the 20 January 2022, the South Wingfield Neighbourhood Plan was formally 'made' by the council on the 16 March 2022.

The South Wingfield Neighbourhood Plan referendum took place on 20 January 2022.

94% of those who voted in the referendum voted 'yes', view results.

A full decision on the plan will be made in due course.

Under Regulation 18 of the Neighbourhood Planning (General) Regulations 2012 (as amended), the borough council is required to publish a decision statement following the examination of a Neighbourhood Plan setting out the nature of the changes made to the plan.

The examination of the South Wingfield Neighbourhood Plan was completed on 21 September 2021 and the examination report was issued to the borough council, which can be viewed below.

Christopher Collison was appointed in August 2021 as the Independent Examiner to undertake the examination of the South Wingfield Neighbourhood Plan.

The Independent Examiner wrote to the borough council and South Wingfield Parish Council on 13 August 2021 to clarify how he will conduct the examination, which will formally commence on Monday 16 August 2021. A copy of this letter, along with the borough council’s response, can be viewed below.

South Wingfield Parish Council submitted the Neighbourhood Plan to Amber Valley Borough Council to make arrangements for publicity and formal consultation for a period of 6 weeks from Friday 11 June 2021.

The neighbourhood plan area includes the parish of South Wingfield and includes policies against which future development proposals would be assessed through the planning process.

South Wingfield Parish Council is consulting on its draft Neighbourhood Plan. This is a formal consultation being run in accordance with Regulation 14 of the Neighbourhood Planning (General) Regulations 2012.

A screening opinion has been carried out to determine whether or not the South Wingfield Parish Neighbourhood Plan requires a SEA or HRA.

The designation of the parish of South Wingfield as a Neighbourhood Area was agreed on 7 July 2015.
