Martyn’s Law

The Terrorism (Protection of Premises) Act 2025 (the Act), more commonly known as ‘Martyn’s Law’ after Martyn Hett, one of the 22 victims of the 2017 Manchester Arena bombing, received Royal Assent on 3 April 2025. The Act is expected to come into force in Spring 2027.

The Act is designed to enhance public safety by requiring those parties responsible for certain premises and events to prepare for potential terrorist attacks and the way in which they would respond to an attack. The Act mandates that those responsible for qualifying premises and events employ measures to reduce the risk of harm from terrorism.

The Home Office published statutory guidance in April 2026 to assist those that would fall under the scope of the Act in beginning preparations and in the consideration of their obligations under the Act. It should be noted that there is currently no legal requirement for compliance with the Act until the legislation, yet to be published, comes into force.

The Act applies to premises (not private premises or private areas of premises) or publicly accessible land. Any land associated with premises, for example a beer garden or external dining/events area, would be included as part of the premises.
